25 October 2026 · 6 min read · Dennis BorsosIf you want a WhatsApp chatbot, automatic order confirmations or messages linked to your company's CRM, you'll soon come across one term: WhatsApp Business API. Many people confuse it with the WhatsApp Business app on their phone. They're not the same thing, and the difference matters both for what you can do and for what you pay.
Below you'll find, in plain English: what the API is, how it differs from the app, how to get it step by step, how Meta currently charges for messages and which mistakes to avoid.
The WhatsApp Business API (officially called the WhatsApp Business Platform by Meta, with the Meta-hosted version known as the Cloud API) is the interface through which software can send and receive WhatsApp messages on behalf of your business. There's no app to open on your phone. Messages flow between WhatsApp and your systems: a chatbot, a CRM, an ERP or an automation platform.
In other words, the app is for people replying by hand. The API is for businesses that want messages processed automatically, at volume, and linked to their data.
| WhatsApp Business app | WhatsApp Business API | |
|---|---|---|
| How you use it | On your phone or linked devices | Through software: chatbot, CRM, automations |
| Automation | Greeting messages, away messages, quick replies | Full chatbot, automated flows, notifications |
| Integration with business systems | No | Yes |
| Business-initiated messages | Manual | Through templates approved by Meta |
| Cost | The app is free | Payment per delivered message, depending on category and country |
You have two routes: connect directly to Meta's Cloud API (if you have someone technical) or use a Business Solution Provider, such as Twilio, which is what we use. The basic steps are similar:
You need a Meta Business account (business portfolio) in your company's name. If you already have a Facebook page for the business, you probably have one. Check who has admin access.
Within the portfolio, a WhatsApp Business Account is created, to which your phone numbers are linked. For testing, Meta provides a test number that lets you send free messages to up to five verified recipients.
You can use a new number or, under certain conditions, the number you already use in the WhatsApp Business app. Meta allows this "coexistence" (app and API on the same number), but with requirements and limitations: for example, the number must have been active in the app for a while, and some verification features differ. Check eligibility before you decide.
You set your business's display name, description, address and website. The name must match your real business.
For any message where you contact a customer first (outside the 24-hour window, explained below), you need a template approved by Meta. Examples: order confirmation, appointment reminder, authentication code, special offer.
The final step, and the one that delivers the value: you connect the API to your chatbot, CRM or ERP. For us, that means automations in n8n, an AI assistant built on Claude (Anthropic) and a Supabase database on EU servers.
Since 1 July 2025, Meta has dropped per-conversation charging and charges per message. You pay when the message is delivered, not merely sent. The price depends on two factors: the recipient's country (Romania has its own rate in Meta's price lists) and the message category.
When a customer messages you, a 24-hour customer service window opens. During that time you can reply freely, without a template, and the messages aren't charged. Within the same window, utility templates are free too. Messages sent by customers to the business are never charged.
If a customer starts the conversation from a Click to WhatsApp ad or from the button on your Facebook page and you reply within 24 hours, all messages, including template messages, are free for 72 hours.
For utility and authentication messages, lower rates apply as your monthly volume grows, calculated per country and category. The counter resets every month.
Important: exact rates by country are published by Meta and may be updated. Meta states that price changes only take effect on the first day of a quarter. Always check the official list before setting your budget.
This model favours businesses that reply to customers, not those that send bulk messages. A few practical takeaways:
On top of Meta's message charges, there are the costs of the API provider (if you use one), the chatbot and the integrations. At Neurotech, implementing a WhatsApp chatbot starts from €800 excluding VAT, paid in instalments tied to deliverables, and we calculate monthly costs based on your real volume. Find out more on our WhatsApp chatbots page.
Meta limits how many unique customers you can contact first (outside the customer service window) in a 24-hour period. New accounts start at 250 unique recipients. The limit can rise to 2,000 and then automatically beyond that, if your messages are of good quality and you consistently use your current limit. The limit applies at portfolio level, so all of the business's numbers share it.
For a business that mainly replies to customers, this limit is rarely a problem. It matters if you're planning large campaigns.
With this list ticked off, implementation goes much faster and without any surprises on the bill.
If you want to use the WhatsApp Business API but don't know where to start or what it would cost at your message volume, let's look at it together. In 30 minutes I'll tell you which option makes sense and what the next steps are. Book a free call.
Access itself isn't charged by Meta, but messages are, in certain situations. Meta charges per delivered message, depending on country and category. Your replies within the 24-hour window after a customer's message are free, while marketing messages are always charged. Separately, there may be provider and implementation costs.
The WhatsApp Business app is free and designed for replying by hand from a phone. The WhatsApp Business API is the platform through which software sends and receives messages on behalf of a business. Only the API supports AI chatbots, CRM or ERP integration and automated messages at high volume.
Under certain conditions, yes. Meta allows what's known as coexistence: the same number used both in the WhatsApp Business app and through the API, with messages kept in sync. There are, however, eligibility requirements and some limitations, for example around business verification. It's worth checking your case before deciding.
When a customer messages you, a 24-hour customer service window opens. During that time you can reply freely, without an approved template, and the messages aren't charged. Utility templates, such as order confirmations, are also free within this window. After 24 hours you need an approved template.
The basic technical setup can be done fairly quickly, especially through a provider. The real timeframe depends on how ready your Meta Business account is, the phone number you choose and template approval. The part that usually takes longest is building the chatbot and connecting it to your business systems.

We reply the same business day. Choose whatever suits you best.
